English Local Authorities Intend to Sell Off Community Hubs and Leisure Facilities to Manage Finances

Based on a latest poll of municipal councils, UK councils are planning to sell social clubs, sports centres, and shopping arcades as they bet on a fire sale of assets to balance the books.

Growing Financial Pressures Prompt Asset Sales

The Key Cities Group representing second-tier cities in the UK reported that six out of ten of councils are intending to sell assets to cover the rising costs of adult and children’s social care.

Local governments have in the past come under fire for disposing of playing fields and open spaces to shore up their budgets, but they contend they must continue to generate essential revenue from property disposals or declare themselves bankrupt.

The group noted that a significant number of authorities attempting to raise money from a quick sale of holdings marked “a clear change from 2024, when the majority (60%) of local leaders stated they would focus on restructuring services and utilising financial reserves to weather increasing financial challenges.”

Detailed Cases of Planned Sales

One local authority in Kent said its asset disposal plan included the disposal of a shopping centre in a local town and a social club in Rochester to generate £20m over five years.

  • Gillingham golf club and business parks held in Worcestershire and Suffolk, which all provide rental income for Medway council, will additionally be sold under the strategy.

Local Levy Increases and Broader Fiscal Pressures

This research of councils in the coalition, which includes several urban centers, further found that more than 70% of authorities will need to raise council taxes next spring to cover the rising cost of essential services, increased rates of homelessness, and a persistent accommodation deficit.

The authority explained it will proceed with asset sales after sharp increases in the cost of youth support, support for vulnerable learners, adult social care, and short-term housing.

“We are taking innovative approaches but some of these require time to achieve both better provisions and cost efficiency,” said Vince Maple.

He continued: “There are demographic pressures which will continue to increase the pressures we have. As a unitary authority, we had a drastic reduction in our revenue support grant from over the past decade, which is very challenging.”

Countrywide Trends and Forecasts

Research of county councils recently also found council budgets being strained by the growing number of young people and adults requiring special educational assistance.

The County Councils Network said that local shortfalls will reach 4.4 billion pounds a year by the end of the decade, as they grapple to manage rising needs.

Government officials have delayed planned reforms to the special educational needs framework until the coming year after a white paper setting out those changes has been postponed.

Disadvantage and Funding Gaps

Based on the latest indices of deprivation (IMD) covering UK local authorities, several participating urban areas were among the most disadvantaged in England.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the most deprived 30 across the country under the latest IMD measures,” noted the study.

“Although only one key city is in the top 10 for deprived neighbourhoods nationally, cities are far more likely to be in the worst-off 20% of England. The figures highlights the extent of difficulties facing municipal officials across key cities in the coming year,” the analysis added.

“Local government leaders have been clear about the necessity for a equitable and lasting funding system that accounts for and responds to the real levels of deprivation and demand,” stated Michael Mordey.

“Lacking this, councils will continue to face difficult decisions around which vital provisions to fund, and which to reduce, to the detriment of their communities.”

A fifth of councils have cut or compromised care services in the past 12 months, the survey found.
